Part of our Energy Grant, the shelter will be an example of using recycled, sustainable materials and prepped for solar panel installation later. For joint use by the school and the community, it can be used for science classes and community energy-saving educational meetings.

Volunteers will assist with painting. It's a great example of cooperation between CMS and the community. Thanks to Heather Bolick for her work on our Energy Grant!

Merry Oaks Elementary's newly organized P.T.A. has obtained new flags for the school and a small ceremony raising the flags will be held on or near 9/11/2011. State flags, both for inside and outside the school were donated by Becky Carney, State House Representative for our District 102 and by Daniel Clodfelter, State Senator, District 37.

The U.S. flag was donated by US Army Reserve Headquarters 108th Division on Westover St. & Central Ave.

Merry Oaks Garden Tour

8/11/2011 Thanks to Bruce, Scott, and Stephen for opening their gorgeous Merry Oaks gardens to 20 neighbors. We all came away inspired and educated as to what grows well in our local environment. Organized by MONA President, Cate Martin, the tour showed two good examples of gardens developed as multiple "rooms." Bruce, a landscape architect, explained how it is important to first have a written plan, taking into account sun/shade and perspective. The photo on the right (click to enlarge) shows an low maintenance area of heat resistant sedum appropriate for our hot, and sometimes dry summers.

It was a great workshop! We didn’t all have time to answer all questions or to spell out some of the words or take complete notes. This is intended to fill in some of the blanks and provide references to where you can easily find more information.

Composting. Think “WOSS”. That is Water, Oxygen, Sun and Soil. Even if your garden is not totally organic, you can work toward a “closed loop” where your plants are grown, harvested, plant material is composted and returned to the soil. Your partners in this loop are fauna such as bees and other pollinators, microscopic organisms, and worms. Details on composting are at http://www.howtocompost.org. Pests: healthy plants are the best defense. Work and amend the soil, mulching to conserve moisture. Spraying kills beneficial bugs as well as putting unwanted chemicals into the soil. Ideally, hand pick or vacuum bugs from plants. If you must dust, Dipel DF is one natural pest control harmless to beneficial bugs. You may have to re-apply. For a good explanation of diatomaceous earth as an insecticide see http://www.safesolutionsinc.com/Diatomaceous_Earth.htm. Do not apply it to blossoms of plants, as it would harm bees.

Tools: Tillers can lift weed seeds to the surface so a broadfork is a better way of digging but requires some muscle in hard soil. Probably the most useful tool to invest in is a good hoe for chopping weeds to save your back.

Seeds: “true” seeds are seeds that can be saved and will come back true the following season. They can be ordered from Sow True Seeds in Asheville. Park Seed Co. may have seeds that will withstand our heat and humidity better than some of the northern seed companies, although Lucy mentioned she also likes seeds from Johnny's. http://www.johnnyseeds.com

Briar Creek Cleanup

Ben Kubie organized this years Briar Creek Cleanup. Waders found less debris than previous years, a good sign for the health of the creek. Unusual item was the 55 gal. oil drum found near the Central bridge. The Siggs also planted a dogwood near the footbridge and Ben whacked a trail though the weeds creekside for easier access. Everyone walking the greenway can help keep ivy off trees by carrying clippers when walking to clip vines near the ground.

Energy Grant Bicycle Workshop

3/19/2011. As part of the Energy Efficiency and Conservation Block Grant funds, Merry Oaks Neighborhood Association (MONA) held a bicycle repair event that encouraged people to fix up their bikes and ride more often, saving energy and exercising at the same time.

Stats:

30 people, 37 bikes

32 bikes were made road-worthy and safe by two professional mechanics from the Bike Gallery and one neighborhood volunteer bike mechanic working for four hours.

Four $30 coupons were given for more serious repairs at the Bike Gallery.

Neighborhoods represented: Merry Oak (23), County Club Heights(5), Plaza Midwood (2)

14 people signed up for a weekend 5-mile group ride on which we will give safety and route tips. Those who sign up for the rides will get helmets and bike locks (if they need them) and $10 "Bike Bucks" for Dish, Common Market Deli, Fuel Pizza or Kickstand Burgers and Bar. If they bike in, they can use the Bike Bucks.

Comments: "This has changed my life!" "My bike has been sitting in the shed for five years. I am so happy!" "I feel like a kid again!" "I can't wait to explore the neighborhood by bike" "Please do this every year."

Charlotte police propose new station in Merry Oaks neighborhood

The Charlotte Mecklenburg Police Department wants to build a new Eastway division police station at the corner of Central Avenue and Merry Oaks Road.

Maj. Diego Anselmo of the Charlotte Mecklenburg Police Department outlined plans for the station to about 40 people at the Merry Oaks Neighborhood Association at its general meeting Feb. 17.

Building the station would require a rezoning request to the city of Charlotte, which gives nearby neighbors a chance to weigh in on site plans or oppose the rezoning. The Eastway division is now housed at the Eastway Crossing Shopping Center at Eastway Drive and Central Avenue.

The station is part of Charlotte’s plans for capital improvement projects, Anselmo said. The city’s fiscal year 2011 Adopted Strategic Operating Plan mentions a recommendation for two new police division sub-stations: this one for the Eastway division and another for Steele Creek. The cost for each sub-station is listed at $7 million, to be paid with certificates of participation with available debt capacity.

The design of the station would be similar to the new police station recently built on Beatties Ford Road and one being built for the Providence division on Wendover Road near the Grier Heights neighborhood, Anselmo said.

At the neighborhood meeting, Anselmo walked quickly through printouts of a Powerpoint presentation showing maps of the division and other sites that have been considered. But he indicated that the Merry Oaks site is the preferred location now.

“This is the primary site,” he said.

Questions and answers

Anselmo asked for questions from the neighbors at the meeting. Here are a few of them:

Have you considered other sites like that where the Little Italy restaurant was on Central Avenue?
Yes, police looked at that site but determined it was too small. The division needs a site that is at least 3 acres.

What properties are involved? Is it the duplexes on Central Avenue and three houses along Merry Oaks Road?
Yes, the duplexes and the houses along Merry Oaks Road to the L-shaped property at 3517 Central Ave., listed as being owned by Edgar Conrad Phifer on the city’s Polaris website. In 2003, the land and building on the property were valued for tax purposes at $155,400.
James Minton, writing later at the Merry Oaks Google group, said his property was one of the two lots on Merry Oaks that likely would be bought for the project as well.
“I will share with everyone that the City has approached me about the
purchase of my property,” he wrote. “It is clear to me the city likely wants the entire ‘squared off’ area between Merry Oaks Road and Central Avenue, including my house (and I'm guessing) the house next to me.”

How many police cars would be going in and out at peak times, including shift change?
Ten to 15 cars, with the high end being on Friday; the rest of the time, the shift change would involved about 10 police cars.

Are there other divisions that back up to residential property?
Yes, the Metro division, at 1118 Beatties Ford Road, backs up to residential areas and has been open about two years. In those two years, more property near the headquarters there has become owner occupied instead of rental property, and undesirable elements have left the area, police representatives said.

Will the headquarters affect our property values?
City Council member Patsy Kinsey, who attended the full neighborhood meeting, jumped in to answer this question. She said she had spoken with the city manager earlier on Thursday, and the city manager thinks property values would go up because of perceived increased safety. She acknowledged the uncertainty that comes with predicting any future property values.

Did police consider putting the headquarters on the Morningside property, which is a large cleared tract sitting empty further west in the Eastway division, off Central Avenue, where the Morningside Apartments once stood?
Yes, officers had considered that property and spoke with property owners, but the owners declined to negotiate for the parcel that the police department wanted. One audience member noted that the property owners at Morningside recently went into foreclosure, so circumstances might be different than when police did initial conversations. Anselmo also noted that police want the headquarters to be on a visible artery, like Central Avenue or Eastway Drive, on a bus line. Another police representative noted that there was some issue like the involvement of federal money in some way that stood in the way of the Morningside property.

What’s the process for moving forward on the project?
The city hopes to submit a rezoning request by March 28, with a decision to come from the Charlotte City Council in July. A public hearing could come on June 10. An audience member asked whether this Feb. 17 meeting was the required neighborhood meeting as part of the zoning process, and Anselmo said no, that meeting would be held later.

What’s the stormwater impact, especially since much of the site has trees and vegetation, to be replaced with a parking lot and one-story building?
Site plans aren’t finalized, but stormwater controls would likely be underground, said one of the city representatives at the meeting with Anselmo.

What would design of the building look like?
From Kinsey: “I want to support you on this,” speaking to the neighborhood members. “If this building ends up being on this site, I want you to like the way it looks.” Appearance would be similar to the Metro sub-station at 1118 Beatties Ford Road.

What would the rezoning request be?
Institutional, with a 40-foot setback from Merry Oaks Road and a 30-foot setback from Central Avenue. The space between adjoining property on Merry Oaks Road and any pavement at the police headquarters would have to be 38 feet, though it could be less if there were an impervious wall. Since all rezonings are conditional, the rezoning process would give the neighborhood an opportunity to weigh in on how the building and site were planned. No setback would exist between the station and St. Andrews Episcopal Church next door on Central Avenue.

Have there been traffic counts done?
No. The current headquarters has 87 officers and 15 vacancies. Add in coordinators, detectives and 10 sergeants, as well as a Department of Social Services worker to determine the number of people working at the headquarters. Still, only about 10 police cars would go in and out at shift changes, three times a day. Officers are supposed to test their sirens at the beginning of their shifts, briefly.

City Council member Kinsey said she’s available for any thoughts and concern, and Maj. Anselmo said he was available as well.

The future is in good hands...approximately 45 young volunteers from Charlotte Episcopal summer camp really made a difference at St. Andrews community garden in east Charlotte recently. They swarmed over weeds, constructed raised beds, planted, watered, prepared compost, toured Loaves and Fishes and had lunches demonstrating lunch in third world countries. The tree eating monster is clearing land for a future nursing home at Briar Creek Rd and Central. Nearby residents are working with the City to save trees when possible and it is hoped that after construction, new trees will be planted to replace those lost.

If you live nearby, expect visitors such as in the photo at right who are fleeing the disturbance.

10/24/2009 Ten Merry Oakians and Park and Rec tackled removal of invasive vines from trees at the Briar Creek Greenway. A little rain didn't stop anyone from "adopting" about a dozen trees.

Some other tree heroes were Scott, Nancy P., Mickey, Andria, NancyK and 3 Park and Rec employees. Several other residents have volunteered to walk with vine clippers in hand as they have time.

Save a Tree at the Greenway

In partnership with Park and Recreation, Hands On Charlotte and MONA volunteers, an Oct. 24, 2009 attack on invasive plants at the Briar Creek Greenway will begin at 9:00 a.m. You can adopt a tree or cluster and help remove invasive vines and plants so that the tree can survive.
Bring clippers if you have them, gloves, boots, protective clothing and enthusiasm! Water and refreshments will be available as well as a few extra gloves, tools. If you can only be there an hour or two, that's fine, just come do what you can.

Chinese Wisteria. Wonderful fragrance but easily gets out of control and destroys trees. Remove from greenway and at home, keep it confined to a frequently clipped back tree form. Roots sneak underground and pop up elsewhere. Never let it climb a tree.

Poke weed. Rapidly spreads. Remove wherever found.

Porcelain Berry. Very pretty turquoise berries in fall but climbs trees with a single bound. Rampant on Briar Creek Greenway and needs to be removed from trees.

Plant Villains

English Ivy. Strangles trees and invades lawns. Clip vines at base of tree so higher vines will eventually die and pull out from lawns. It laughs at RoundUp but runs from brushkiller. Avoid spray if you can as brushkiller kills everything. The number one invasive plant in our neighborhood. If you must have it, keep it in a container.

St. Andrews Episcopal Church on Central Ave. has plowed their side yard in the spirit of 'plant a row for the hungry'. Plots may be rented for persons who don't have enough space/sun for their own garden, Bhutanese refugees have several plots, and Father Will of the church already has tomatoes on his vines. Merry Oaks Elementary hopes to have a pumpkin patch. Ten percent of produce goes to the Loaves and Fishes pantry at the church and they welcome any extra produce you can contribute from your own garden. L & Fishes is open at the rear of the church on Wednesdays & Thursdays 10-1 and contributions can be left there. If you would like to rent a plot, contact Brian Hearn at bhearn2@earthlink.net or just show up for a look on Saturday mornings or to help.

5 year old Josh says "Even I can do it". Ben Kubie led Peggy, Richard, Pam, Julia, the two Nancys, and Mickey on an expedition to clean the creek near Merry Oaks for wildlife and clean water. We saw mallards, minnows, couple of small snakes and even a salamander, indicative of improved creek health. Messy, but lots of fun. We hauled 10 bags of trash out of the creek.

Briar Creek Bridge Art

The sculpture will be on both sides of Central Avenue at the Briar Creek bridge. The second photo shows new concrete bridge sides that the art railing will sit upon.

The fancy cankerworm traps done by professionals are catching the wingless moths that crawl into the trees and lay cankerworm eggs.
If you don't have fancy traps already, drag out something sticky -- holiday packing tape, duct tape, whatever -- and please wrap your trees. There's still time to catch more of these lovely bugs.
The moths are climbing wild cherry trees in addition to willow oaks. No sign of them climbing dogwoods or a maple. How about your trees? And has anyone heard official counts of the number of bugs this year compared to prior years?

Reminder: band your trees to fight cankerworms. Advice varies whether you should do trees other than willow oaks. This picture shows what the worms can do to a dogwood, though, if the worms manage to reproduce on your oaks and then move to other food sources.

"The Charlotte Public Art Commission has approved an art installation for the bridge over Briar Creek at Central Avenue. The City chose the artist, Jim Gallucci of Greensboro. ... The installation will be a galvanized steel and green screen depicting river grasses, and will run the length of the bridge on both sides along the handrail. ... Installation should be during March of 2007."
